Prior to its final drafting, the Inter-Indonesian Conference (19 – 22 July 1949) provided guidance, giving particular importance to clear statement of what territories would be component parts of the Republic of the United States of Indonesia (Republic Indonesia Serikat). According to the members of the Commission, the goal was to bring about a just and lasting settlement of the Indonesian dispute as soon as possible by reaching an agreement among the participants concerning the ways and means to transfer real, complete and unconditional sovereignty to the United States of Indonesia in accordance with the Renville principles. It is the sense of the Security Council that the United Nations Commission for Indonesia, in accordance with the Council’s Resolution of 28 January 1949, without prejudicing the rights, claims and positions of the parties, should assist the parties in reaching agreement as to (a) the implementation of the Council’s Resolution of 28 January, and in particular paragraphs 1 and 2 of the operative part thereof, and (b) the time and conditions for holding the proposed conference at The Hague, and to the end that the negotiations contemplated by the Resolution of 28 January may be held as soon as possible.
